Keith Lutz, Board President
Keith Lutz has been the Vice-President and co-owner of Kleen-Rite Corporation since 2002, prior to this he filled a variety of roles in the family business.
During his 30 year career, Keith has helped grow Kleen-Rite from 15 to over 150 employees, from one location in Columbia PA to 4 distribution centers located in Mt. Joy PA, Las Vegas, NV, Grand Prairie TX and Kansas City MO. Kleen Rite also still maintains it’s Corporate Headquarters on 9th St in Columbia PA. Keith is proud to have helped the family business become the largest distributer of car wash supplies in the country. He is proud of the jobs they provide and the opportunity Kleen-Rite gives him to give back to the community.
In addition to Kleen-Rite, Keith has served as President of the Pennsylvania Car Wash Association for over 10 years and was given the associations Lifetime Achievement Award in 2022. Keith currently serves as President of the Columbia Economic Development Corp an organization he co-founded in 2005. He is a Board Member of the Columbia Healthcare Foundation, Columbia Animal Shelter, Harold and Judy McKonly Family Foundation and is on the Corporation Board of Lancaster Bible College. He is also a past board member of the Susquehanna Valley Chamber of Commerce and Columbia Education Foundation. He is a member of the Sunsnappers, Elks, Lions, Convene and attends Columbia United Methodist Church.
Keith is a 1995 graduate of York College of PA with a BS in Accounting and served in the United States Marine Corps Reserves from 1992-1998.
Keith will celebrate 25 years of marriage to his wife Angela Lutz in the coming year, they are the proud parents of 6 children Haley, Adriana, Sophia, Teagan, Simone and Tate.
Bill Kloidt, EXECUTIVE DIRECTOR
William H. “Bill” Kloidt, Jr has served on the CEDC Board since 2012, and as it’s Executive Director since 2020. Bill is a 1972 graduate of Lancaster Catholic High School and earned a Bachelor of Arts Degree in Economics from Millersville in 1977.
He retired from BB&T (now Truist Bank) in 2019 after a 42-year career as a branch manager and market leader.
He is involved in several other community volunteer organizations including the Janson Foundation, the Old Columbia Public Grounds Company, the Columbia Healthcare Foundation, the Columbia Park Rangers, and the St. Vincent de Paul Society,
He is a lifetime member of Holy Trinity Catholic Church.
Bill is married to his wife Donna and has two daughters and five grandchildren.
Jeff Seibert, vice president
Jeff is a lifelong resident of Columbia, graduating from Columbia High School in 1976 and attending Millersville University. Jeff started his career in real estate in 1985 as a licensed sales person. In 1990 he moved to Associates Real Estate Company, a locally owned and operated full service real estate firm. In 1999, Jeff became Broker and Owner of Associates Real Estate Company which he operated until 2019. In 2019, Jeff merged his firm with Keller Williams Elite to create a locally owned office that is a part of the number one Real Estate Company in the world. Operating as Keller Willliams Elite Associates, Jeff, his wife, Melissa, and daughter, Megan, practice real estate throughout Central PA.
Jeff has also developed several projects in Columbia both residentially and commercially. Most notable is SmartStor Self Storage. Jeff is a member of several civic and social organizations in Columbia. He and his wife reside in Columbia with their 2 children, Mike and Megan.
Paul resch, board membeR
Paul has served on the CEDC Board since 2015. He is Director of the Bureau of Gaming Operations for the Pennsylvania Gaming Control Board, a position he has held since 2008. As Director of Gaming Operations, his responsibilities include compliance auditing and the review of accounting and internal controls for Pennsylvania's 12 commercial casinos. Prior to joining the PGCB, he was a senior legislative staffer in the Pennsylvania House of Representatives from 1998 to 2006. His public service career includes serving on Columbia Borough Council from 2002-2005, including two years as President. Paul has a bachelor’s degree in Journalism from Penn State University. He lives in Columbia, where he is active in many community organizations including CEDC, the Columbia Education Foundation, the Columbia Public Library, the Columbia Park Rangers and the Columbia Lions Club.
mike martinelli, secretary
Mike Martinelli has served on the CEDC Board since its inception. Mike graduated from West Chester State University. He is the owner of B&T Sportswear in Columbia and has over 30 years of experience working in the apparel industry.
Tom Fleckenstein, Board Member
Tom was born and raised in Columbia. He has been a practicing attorney since 2009 and opened his own law firm in 2012 before partnering at Mountz, Kreiser and Fleckenstein in 2024. He has a B.S. from Shippensburg University and a J.D. from Penn State Dickinson University.
He is an active member of the Columbia Lions Club, the Columbia Economic Development Corporation and Columbia Education Foundation Board. He enjoys coaching his three kids in football, baseball and basketball.
Mike Reiner
Mike has served as the Treasurer of the CEDC Board for five years. He has been with Sager Swisher and Co., LLP since 1990, is the partner responsible for all governmental audits of the firm, manages the Company’s Columbia Office and has been employed in public accounting for over 30 years. Mike earned his Bachelor of Science degree in Accounting from Elizabethtown College.
Denis Marino
Denis Marino has served on the CEDC Board since 2020. He is the founder of DM Management Consulting LLC, a Lancaster based company. He is presently serving as Business Manager for KT Graham, Inc., a leading company that relocated to Columbia in 2019. Denis has over 30 years of business experience, derived from numerous management positions within the HVAC Industry. Most recently his focus has been on business development, organizational development and revenue growth throughout several industries. Denis has a B.S., Mechanical Engineering from NY Institute of Technology and a M.S., Business and Management, from Purdue University.
Justin Rule
Justin Rule joined the CEDC board in 2020 and is the owner of the Columbia-based website design company, Launch Kits.
A native of Columbus, Ohio, Justin earned a BS in Oceanography from the Honors College at Millersville University. Prior to launching Sparrow in 2016, Justin founded and served for 10 years as the Executive Director for Heads Up Lancaster, an urban arts nonprofit organization. He also spent 7 years as a high school science teacher and Education Director at Columbia-based DARS Inc.
Justin is the founder and owner of DiscoverColumbia.com and Columbia’s only historic AirBnB home: Freedom Home and seek to elevate Columbia destinations, businesses, and celebrate its unique history.
Dan Sahd
Dan Sahd is Team Leader at Sahd Metal Recycling, a third generation recycled metal processor in Columbia, Pa. Dan grew up in the business working in the yard and then spent 15 years in media sales and research before returning in 2005 and leads the company with his cousin Michael and father Ron. The company has grown, with team building and mentoring a key focus for the group, allowing future leaders to come to the forefront.
Damien Scott is the Executive Advisor for HealthHaven Advisors, where he leads efforts to streamline administrative services for medical professionals across the United States. With a passion for helping healthcare providers focus
on what matters most—patient care—Damien is dedicated to reducing the administrative burdens that often weigh down practices. Damien has a passion for the community of Columbia and is excited to be a part of a group dedicated to the economic development of Columbia Pennsylvania.
Fun Fact: When he’s not navigating the complexities of healthcare administration, Damien enjoys conquering mountain peaks. Whether it’s scaling mountains around the World or exploring remote trails, he brings the same determination to the outdoors as he does to his professional endeavors.
